Surface becomes too wet.
cause : Too much water vapor surface flux.
cause : Too little eddy diffusion coefficients.
Water vapor at the lower model level is too much.

Decrease water vapor surface flux.
= Decrease latent heat flux.
Increase eddy diffusion coefficients.
